I bought 60 acres in that condition about 5 years ago. At the time, scrap was too cheap for scrappers to come out.
I spent two years dragging vehicles, picking up garbage and otherwise breaking my back cleaning the property up. There was literally junk under trash that covered up more junk. It never occurred to me to call the county and complain about myself to get it cleaned for free.
The kicker is that after I finally got the place cleared out, the county doubled my taxes. They said with the trash gone, the property was more valuable. I think they raised my neighbors taxes too because they did not have to look at the mess.
