Respectfully, those programs ended in the late 1970's.
Currently there is a CRP program, where the govt leases the land from people, in return the people need to plant & maintain very specific wildlife crops on the land. There is a lot of expense to the landowner in this program, and wildlife habitat is the main goal, and you better believe the govt cares & enforces the landowner fulfills the contract to grow the exact crop the govt wants.
Soil bank was silly, but it is long, long gone.
CRP is very different, and has little to do with agriculture. It is just govt leasing land for their wishes. Much like if you had a storage shed for lease, and along with other interested parties, the govt showed up & wanted to rent your building. If they offer the best deal, you likely will rent your building to them.
