Ask the inspector if you could drill some holes in the valley jack rafters to allow air flow into the non venting area's.we do this around shilites to get airflow .I have done this in the past.How far from Sturbridge are you?I am 20 minutes from there.This problem you have has me interested.I am a MA licensed construction super for 21 yrs.I dont like your other idea to much.
