Right on. I hate to admit how many electrical problems I've flailed away at over the years that came down to either battery clamps that were worn out or cables that were shot. Putting voltmeter leads across each end of the cable and then watching what happens when you hit the starter is useful. The voltage drop should be pretty small if the cable or connection is in good shape.
