I worked for 25 years in NYS DEC's enforcement division (your DEP). We routinely told reluctant informants they do NOT have to give their name. Confidential informants can be the best sources.
As long as the information is accurate, we would begin an investigation without it. Criminal actions are often commenced on the officer's/inspector's personal observation anyway.
Call them up and at least have a conversation with them. Tell them yo prefer to keep it confidential.
