You need a good multimeter and a wiring diagram to avoid guessing.
A fuse is either blown or it's not. No such thing as a partly failed fuse.
I would be suspicious of a high resistance contact somewhere. Either in the connections to/from the fuel pump relay, inside the relay or on the chassis return back from the pump.
Following along with the meter you will find at the point where 12V has dropped to 3V.
It will be a simple relief valve limiting fuel system pressure. Variable voltage is too fancy for such a small application.
There is a part listing on the Deere site for that tractor. There maybe enough detail in it to follow some wires.
A service manual from 1-800-522-7448 will go a long way.
