kmm: Throw the damn thing away and get yourself a soup can. I've seen raincaps snag tree limbs on any direction. If you want it to stay closed during a storm, you've got to tape it shut. If you've got to climb up to tape it you may as well put a can on.
Rain caps standing up during a rain and wind will probably deflect 6 times the water down the stack than would happen with nothing over it.
