Keith, Look closely for a small leak in the fuel line feeding the injector pump. Since the fuel tank is elevated above the injector pump there should not a problem with the the source of fuel coming unprimed which is a common problem with tanks below the injector. You are getting a small amount of air in the supply line to the injector pump and the pump is not picking up the fuel. You can overcome this by having a manual hand pump on the system and using it to prime the pump prior to cranking the engine. This however is living with the problem as opposed the fixing it.
