The whole problem is the citizens themselves.
A republic or democracy will only last until people learn they can appropriate money from the public trough. Eventually the trough runs dry.
The citizens will ALWAYS vote for the candidate who promises them the most from the public treasury. How many people do you know who would vote for a candidate who campaigned on the promise that he would balance the national budget by raising taxes, cutting Social Security payments and other "entitlements", doing away with the farm program, and cutting all subsidies to schools?
