I don't know that tractor's hydraulic system but what you describe sounds like the system is unloading across a relief valve. When you activate a valve the oil has another outlet and doesn't have to unload across the relief valve... so if this were a Ford system it would have a hung unload valve. Doubt the IH is much different, so I'd be looking in that direction. You need an experienced tech or an OEM manual at this point I would say...
