Im from se new mexico and in this area we have large dairys of anywhere from 600 to 1500 milking cows and they dont take care keeping the tractors clean.so check everywhere you can for dirt and feed. i dont think this tractor has parking brakes but probably has park, look for a lever under the dash that points rearward,if the lever is there you put the trans. in nuetral then push the lever down to put it in park. the wheel or turning brakes should be hydraulic.most IH tractors i have worked on would start w/o either at 25 degrees,but there are several reasons why it might not
