Farmall H Carb.

I tore apart a Carb off a Farmall H. Soaked it in cleaner for days. Bought a rebuild kit. new seat and gaskets. I put it all back together. Now I can't seem to keep the tractor from flooding. Float seems to be good. Could the carb just be wore out and need a new one? Or are there something I should also be replacing that don't come in a kit? Tractor seems to fire but that is all. Gas just runs out breather hose when I let off starter. Any help would be appreciated! Thanks in advance.
