On a dealer sale there's no problem. Dealers have alot to risk.
On a private sale, then I will always go to the DMV with the owner and get a new title before I pay the money, then take that title to my state for registration.
That way you never get into a problem on the title. Most States could care less where a vehicle is titled but current registration is always critical.
