It all depends on the state. I got in a mess last year when I bought a Ford truck from a guy in Pennsylvania. I paid him, he signed the title over to me and I figured all was fine (just as it would of been here in NY, or Vermont, etc.). A few months later I tried to register it and couldn't. Found out that Pennsylvania requires all titles be signed by sellers in front of Notary Publics. New York told me they had to honor the PA regs. since it was a PA title. It took months to track the people down and get it done. If I hadn't of found them, I couldn't of regiestered the truck.
My son took my diesel Suburban back with him to Colorado, near Denver. They sent some sort of "vehicle tax appraiser and VIN" checker-person to his house and he had to pay to have both done before he could register it. Also had to get a smoke-opacity test done since it's a diesel.
