As to when, a bunch of us on one tractor board cant agree on a candidate so there's no way to get a bunch of states to agree on when to hold a primary. Some states primary date is set by the states consitiution for state offices and it costs a bundle to hold a special one just for president.
As to open or closed primaries, I can argue that one both ways. Here in Kentucky we closed primary, in that you can only vote in the party you are registered in during the primary. Theory is as you mentioned, to keep people from nominating the lest desirable candidate. There have been years and races that I liked a particular candidate. I wish ours was open. I like Ron Paul, he doesnt have a chance but I would rather vote for him as either of the two choices that I will have come May.
