I've had to fix several (not Buicks). You can check with a GPS and/or measured mile-markers on a highway if you want to be sure.
For any cars or trucks with electric speedometers - it's an easy fix with an universal calibrator-box you plug in that is fully adjustable to calibrate the speed and odometer.
For cable-driven mechancial speedos - easy fix is a little converter gear box - which is often cheaper and easier than chaning the actuall speedometer drive gears.
