The first thing I would do is change the oil, make sure nothing "unusual" comes out. If chunks of stuff come out with the oil, it may need cleaning out - the oiling system is primative and easily clogged. Also make sure it is not overfilled, add only a pint at a time to fill mark on stick. Some oil splattering out around the breather is normal under high throttle.
What kind of tractor is it in?
