Kelly C had it about right, there is no shortage of oil, what we do have is a shortage of refining capacity, the last major refinery but in the US is now 40 or more years old (if my memory serves), and many other countries are the same. I"ve heard rumours of a new refinery going in in the Canadian Maritimes, but when was the last time there was a new one build elsewhere in North America. Think how much more oil we use now compared to 40 years ago, it"s no wonder that refineries are at full stretch, so any little problem makes for problem all down the line (there was an explosion at a refinery in Texas last week). just my 2c...
