It is probably locked up because it has sat for over a year, locked cluthes can sometimes be freed by applying the brakes and the clutch at the same time in as higher gear as possible but you must take great care when doing so, make shure you have a wide open space with no bystanders. The only external adjustments are for adjusting the free travel of the release bearings, for setting the release finger hieghts or any thing else the tractor will need to be split, the clutch is very big and heavy in those tractors.
