I had this problem about 20 years ago with my 1135, the spool was scratched a little in the 3 pt. valve. Had to pull rock shaft houseing off to get to it. That cured the problem. And my pto does also spin when not in use, thats normal, but if the controll in the cab does not work , you could have some trash blockage in the hyd. line, some times a hyd. line will blister in side and block it under pressure.
