The heater resistor gets HOT in normal operation, so it's located in the heater fan's airstream.
If the heater fan can't start 'cause of a bad motor, or dirt and debris or ICE in the fan, the resistor would get REALLY hot and start a fire and burn up the poor little Dorf, so they have a couple of "one-time" THERMAL FUSES built into the resistor assembly that blow when it gets excessively hot. cutting the power to the fan motor.
You must have had it on one of the lower speeds when it couldn't start, thereby heating up the resistor and blowing the thermal fuse for the lower speed(s).
If ICE was the problem, replacing the resistor assembly should take care of the problem. If the motor is going bad, or there's debris in the fan area, the new assembly will blow, sooner or later.
