"Usually", and 'almost always' in cold weather, that jerky power steering signals the need for a hydraulic fluid and filter change.
For darned sure a filter change. Pay particular attention to the by-pass screen too (that is the guy that is singing).
The power steering "gets first grab" at the oil. It has the priority and the symptoms show up there first.
Not to say it isn't a pump problem, however, if the pump were getting weak, it would stand to reason that the brakes and T/A would fail first because they are at the tail-end of the food chain.
