It's for belt traction. A smooth steel pulley will throw the belt on a hard pull quicker than you can sat scat. Now when I was a kid we had an Allis Chalmers silage blower that had a steel pulley that was heavily crosshatched. It would hold the belt pretty well. Another thing you will notice is the pulleys will be slightly larger at the center. This called the crown and helps keep the belt on. A flat pulley would have to be aligned perfectly to keep the belt from running off and the crown allows for a slight error.
