John H. I have an answer for you. I also have a 97 powerstroke that had this same problem.. for most of this past fall, and I was able to find the solution not too long ago. Next to the filter housing (towards the drivers side) is the fuel regulator. You need a 10mm socket, and remove the 2 bolts that hold it on. (make sure you put them back in the same holes, since they are different lengths) Pull the regulator from the filter housing, but do it carefully so you do not drop the O Ring that is inside there. You will find a screen on the regulator, and I bet that it is clogged up somewhat. It is only a 10 min. fix, and made my truck feel like it was brand new! Now I do this on a regular basis, along with a new filter and spraying out the filter housing really well, about every time I change the oil. I hope this helps.
