Well, one reason could be that it takes $$$ to get elected, more every election--and it's easier to get big piles of $$$ from what're sometimes referred to as "vested interests" than from millions of individuals...political talk is cheap, but no one who wants to get elected, or re-elected, is going to step on the toes of major contributors. Some kind of publicly financed health care will only come when enough voters are worried enough about medical access and costs to create irresistible pressure, and some other acceptable system (mandated insurance with financial controls on insurance companies, similar to Utilities, or whatever) may well be put into place before that point is reached.
