You should first be able, with that top cover off , to use a bar and MAKE sure it will go into position and the detent while turning the pulley by hand so the gears mesh. Also a good idea to check and see if you are getting full engagement of the gears teeth to the matching gear as you can adjust this with the shifter shaft.
If all moves and looks good with the cover off place them in neutral and try putting that cover on again as the shift lever may of missed the slot. The high low shifter is really tricky to get in the right spot so watch it close.
