Take the pto shield off and get a good puller and it should come off. When using the mower and you want to stop just pop it out of gear then you wont have any problems. Used to do it all the time with a COMBINE and M farmall the combine has much more force than a bush hog. A baler would be the same as those over-running thingys werent around then and we didnt have any problems. We didnt have live pto either nor live hy and got the job done.
