It's been that way here for as long as I can remember... We pay for the fuel. WE pay Federal Excise tax. We pay Road tax (except on exempt fuel) We pay a Harmonized Sales Tax (HST) on the SUM of the previous three... so it's not just a tax, it's a stacked tax.
It's not really a big deal though. Any business with a business registration number is elegible to claim the tax back. We must also charge tax on most everything we do... The end result is that HST is revenue neutral to a business.... but we are loaning our money to the government for the quarter or the year, depending on how we file. At the end of the day it's a consumption tax on the consumer, not businesses... and another bit of paperwork.
