The gum and goo doesn't look like much more that long-term condensation. I shouldn't worry too much yet about that yet. It can be cleaned up before you try to run her. A good sozzlin' and a brush over the rockers with some kerosene'll take care of it.
As far asa the green stuff, you may still be alright.
What do you know about the work that's been done on the tractor? Did you clean it up to where it looks like it does? Just wonderin' if somebody started a rebuild and didn't exactly finish it. There's other non-disastrous and fixable reasons to find antifreeze in your oil, but I'm wonderin' if somebody stopped mid-project without warmin' it up retorquin' the head, just as a first thing to check out.
