It is your "dip tube".You can buy a replacement at Home Depot for $2 - $3. The tube takes cold water from the top of a 3" x 3/4" to the bottom of the tank.When the tube fails the cold water mixes with the hot at the top of the tank, acting like hot water runs out quickly All you need to do is disconnect the cold water line from the nipple,pull what is left of the old tube out, drop the new dip tube in and reconnect the cold water supply line. Change about 10-15 of them, saved friends and family alot of $$$
