Is it possible to pull out the burner and reach up inside? I've milked an old heater (different type, but same principal)along for a few years now, by brushing the the scale and rust off the inside. It builds up and acts as an insulator. If you have to replace it (before cold showers =cold dinners), you may consider a tankless (on demand) heater. You can get gas or electric. Depending on your habits, it may save you some duckies. And, if you want to fill the tub or take an extended shower, you don't have to wait on the tank to reheat (or keep water hot 24/7 for use once or twice a day). I'm not a salesman, but in the right situation they pay off. Prices are compareable and they take up no floor space.
