Make sure the emergency shut-down isn't closed. Would be on the intake and is like a choke. Shuts off the air so the engine will die... they were good for running on fumes and running backwards or away! After that prime the fuel system and it should fire. I have an 8v71 I got for free that you can actually spin the rings on the piston in the sleeve with your finger and it runs great.
