The problem with using any form of heating is that the animals don't grow their winter coat as thick at they may without heat. Then they are in trouble if they have to survive without the heat source (like during a power failure). It gets down to -40 here on the Canadian prairies, and we have never used any form of heat for any of the cats or other animals (only the old dog gets to sleep in the basement when it gets really cold). As long as they have good shelter from the wind, a thick blanket or stack of sacks to sleep on, and can sleep together for extra warmth, they are fine. A lot of our cats end up moving to the hay stacks on their own and make nice insulated beds in them. Never lost a cat to cold, nor had one freeze any body parts. Losing them to coyotes is a different story.
