Sounds like 2 different things to me. The 6.2/6.5s I've had have had a cold start feature that advances the timing and raises the RPM when cold. After a short warm up period the RPM should drop and there'll be a noticable change in the sharpness of the combustion sound of the engine as the timing goes back to its normal setting. Thats all normal.
The fluttering part sounds like a possible fuel issue. Diesels with mechanical pumps most often are hydraulicly governed and use the fuel as the hydraulic medium. You could be getting air in the line from small leak while its parked causing it to act like its low on fuel in the pump until the lift pump catches up. It might just be temerature related as well. 6.2/6.5s have in line fuel heaters just before the injector pump. The governor might be hunting some until some warmer thinner fuel makes its way into the pump.
If its starting fine and doesn't die and fail to restart I wouldn't worry about it too much.
