Problem could be one of several different things: Improperly set float level (level set to high), a bit of junk caught in the float valve seat, porosity in the float bowl casting, etc. What to do? Check the cap screws that hold the carb together - make sure they're drawn up properly. Also if there's a drain plug on the carb, remove it and let gas run thru the carb for half a minute or so to flush out the float bowl and valve seat. Of course you could always remove the carb and take it back to the rebuilder. But if your tractor otherwise starts/runs fine, I'd be inclined simply to live with it. Just close the shutoff valve at the sediment bowl whenever you park the tractor for the night. (That's a good practice to get into anyway, even if your carb doesn't leak...)
