Presuming your tractor will start and run, the following procedure has worked for me: 1 - Make sure you've got fresh gas in the tank. Start the motor and run it until it's at normal operating temperature. Make sure the choke is fully open. 2 - Set the governor handle to "idle" and adjust the slow speed MIXTURE screw in or out until you get the best (smoothest) idle. You may have to slow down the idle RPM with the idle SPEED screw if it idles too fast while making this adjustment. 3 - Once you have a good idle, try quickly moving the governor handle to full speed a couple of times. If the motor stumbles or quits, OPEN the high speed mixture screw 1/4 turn at a time, then quickly open the governor again until it no longer stumbles. If you get more than an trace of black in the exhaust when you open the governor, then CLOSE the high speed mixture screw 1/4 turn at a time until black in the exhaust just disappears.
