This was a common problem with 14s and 18s. They made a extra coolant tank that went on top of the radiator fill to help with this, in theory when the engine is pointed down hill the water goes to the front of the head, I had on that did the same thing, old timmer told me about the extra tank, mine didnt have it because it came out of the bottom and not the hills. Hope this helps
