Actually started earlier than that. It was originally horse to horse or ox to ox. They needed a better judge of pulling power that wouldn't harm the horse when a stronger horse out-pulled it. Same for chaining two tractors. The weighted sled was next and they added weight 'til one could pull it and the other couldn't. The progressive drag sled is the current load and saves all that time of adding weight. Tractor pulls come from a long and colorful heritage.
