I would check with the state laws you might be able to get them on breaking a state law where the state will step in an throw the book at them. Cruelty to animals. Cats have the legal right to go where ever they want to. A lot od state have that law from way back when rats were a big problem.
If it was me I would just have some friends catch them out in the boonies and teach them a good lesson about good behavior. Walt
