I would call the state department of conservation in the state where you live. While I am not an advocate of letting your animals run loose, what these kids are doing and the local law and parents covering it up is morally wrong and it is illegal. The state department of conservation can charge from this point of view: It is illegal in Illinois (don't know about where you are) to shoot a gun from a vehicle, moving or not, and it is also illegle to use a light to hunt and shoot from a vehicle. It is also against the law where we live to treat animals cruelly. A few have went to jail around here for that. A call to your local TV station also might get things done.
