You didn't say what axle this is on, but on the Ford flange axles that I'm familiar with, there's no moving the seal. IT seals on the shaft and also has a sealing surface on the end of the axle housing... so if you move it's place on the shaft it leaks on the other face. I would think that a Speedi-Sleeve would be the correct solution for what you want. I don't know anything about spray welding. I do know that I would not be doing any stick welding on any load bearing axle shaft. I'd sleeve it.
