Hydraulic Pressure Low

Have an early 50s Ferguson TO-20. Been in the shop for a couple of weeks tuning and tweeking. Drove out of shop, hydraulics worked fine, Then went to pick front bucket and no lift. PTO is turning, three point will lift itself but if i stand on the lower arms it won't lift me. Checked hydraulic pressure at discharge point to loader. 40 PSI, I think I need to find the Pump and relief valve. Is it under the transmisson cover or under the next cover back were the three point lower arms attach?
