Go to the link below and click on page G2 S26 & the following page. The gov shown has flyweights mounted on the cam gear for VA tractors after serial nr 5365686. Tractors prior to that serial nr had 9 flyballs on the cam gear vice weights and a different control spring adjustment but is essentially as shown at the link.
Look at the front of the engine timing cover, if it has a separate cover for the gov it is the old style flyweight gov.
