Grey as in "grey market". The law prohibits the import of certain types of new tractors that for some reason don't meet current federal requirements. But the law is different for used equipment. Some of the previously "forbidden" types are being brought in for sale as used with no provision for replacement/maintainence parts after sold. These are what is refered to as "grey"
