Tell him to jack the front end up off the ground to take the weight off, run that steering stop to stop about 20 times to see if there is still air in it.
Belt slipping? Perhaps something mechanical is binding and the other pump wasn't the problem after all? Bad new pump? Bad torque motor? Low on oil?
Just don't think "too much pressure" is the problem. Those little hang-on pumps don't deliver that much oil to start with.
Did he by chance happen to reverse the lines when he changed out the pump?
