What's so unusual about it? OBVIOUSLY the needle and seat assembly either has crud in it or is stuck open, so the float can't shut the gas off when the float bowl is full. Happens ALL the time, even with old tractors. MANY engines wind up with the crankcase full of gas when this happens, on your's, the gravity assisted path out for the gas was through the air filter, onto the floor.
