By hand see if you can take control of the rod coming from the governor. Pull the rod until the engine is running at about half speed and see if it will hold steady. If the engine will not run at this constant half throttle position the fuel supply is not constant to the engine. You have cleaned the filter on the end of the elbow fitting going into the carb haven't you? If the engine will hold the revs when the rod is manipulated by hand there is a problem inside the governor with a broken spring or something loose. Post your findings and good luck.
