That item you, or the parts list describes as fuel pump is a quite common maladay that will result in a condition as you describe.
It is a flanged tube-like item made out of silicone or similar rubberish plastic. It is stuffed in a hole in the flange of either the carb or it's mounting flange.
If split on the tip it will flood and also not pump fuel too.
Last time I needed one it was a buck or two at the local Sears repair parts dept at the mall. And was a normal stocked item.
