Most safety rules between the US and the EU have been "harmonized" so that certification under EU of rules is equivalent to certification under US rules. I know the FAA and the EU were in the process of doing that when I worked in the aircraft industry(Boeing). I believe that MF is part of the AGCO group so I would try to get the dealer to get of his dead arse and get you the certificate from them. I believe the cabs in this country are certified to some standard, be it SAE or ASAE because OSHA probably requires it. I have seen films of rollover tests of JD tractors with cabs and with ROPS and I believe these tests are part of the certification process. The conformity certificate merely states the the article was manufactured and has a bill of materials such that the article is conformity with the applicable cerrtification rules and standards that were in effect at the time of manufacture.
