Yes, you can control the charging rate with a resistor in the field circuit. Vary the resistor to vary the charge. Don't feel like doing the work to tell you the size or hookup. You need a cutout to keep from running the battery down when not running, all though in your application, you could just use a switch. You polarize by mometary touching the hot wire (battery) to the generator output.
